Each 8½x11 Panel has an Engraved (until 2001 - photo-engraved 2002 to date) Vignette relating to the issue, a mint block (or larger as needed) of the stamp in a mount and descriptive text about the issue. These Panels are sought-after by the collector of United States as well as the collector of issues by Topic or Theme.
